I believe one of the original reasons it was outlawed was to control the Mexican population in the south. Laborers would come over to work and would regularly smoke after a long day. Politicians used it as a way to have them arrested and deported.

I thought it was due to the lumber, textiles, paper, and tobacco industry lobbyists being worried about a plant that has multiple uses potentially encroaching on their territories and profits. Could it be both?

Could be anything. Likely a whole lot of reasons. #1 being money. Ofcourse, big brother has to make money on everything.

You add it to your fuel. Most mod guys run methanol, which will burn your eyes from the smell so they add scents to mask it and make it not as bad. That 4oz only does 10 gallons, as other 4oz bottles do 55 gallons.
