The only way to prevent this is to not allow fans to be sitting that close to the track. Guess tracks need to start tarping off the first 10 to 15 rows.

Read the back of your ticket stub when you get a ticket. It should say that NASCAR owns all the rights to photos and video shot by the fans. They can do whatever they want with it.
