The only file types the game will import/export are tga and bmp files.

You want to do what now? You want to save a psd/psp file as a tga? Or do you want to go from a tga file to a psd/psp layered file?
PSD/PSP layered -> TGA = save as a different file type
TGA -> PSD/PSP layered = impossible

you can put anything in there, but only bmps and tgas will show up in the game.

Most everything is either already PSD/PSP files or car files. Just start downloading stuff and you'll see what they are.
Short answer, yes, you can save the PSD/PSP files into TGA or BMP files for use in the in-game paint shop. However, you cannot paint or edit anything with a resolution larger than 512 x 512 pixels.

Why not consider purchasing something like Paint Shop Pro, Photoshop, or even just downloading the GIMP (http://www.gimp.org/) (free). They're image editing programs that can save files out in a variety of formats, including .tga.

IrfanView (http://www.irfanview.com/) works perfectly to save just about any type file as anything you need. And its free. I would have to say it is the most useful program Ive ever downloaded.

DOwnload paintshop Pro. It's far easier to work with than Photoshop! Photoshop is a better program, I just never had the time to learn it!

I paid $90 for my PSP7 in 2001. No idea what programs go for now, but wouldn't think to try the Paint Shop within the game. Hope you come up with something that works for ya. And, don't be intimidated. For the most basic painting stuff, it's easy to pick up. I've never read the manual and do alright just experimenting.
